Technology transfer: combining educational resources and industrial experience

Abstract: This paper presents a unique approach for training executives and professionals in e-business technologies. The approach, which de-obligates industrial offset credits, is used to provide knowledge transfer in countries that have industrial cooperation agreements with the USA. The approach forces public and private cooperation with private sector leadership; hence, the incentives are proper to ensure that appropriate value-added knowledge is transferred. The approach is demonstrated with an actual industrial cooperation project that was executed with the Boeing company in the Republic of China. The project was an overwhelming success, suggesting that this approach is useful for transferring knowledge to executives through international relationships.
