Abstract: This report contains extracts from United Nations Economic Commission for Europe ECE Energy Series Publication No. 10. The most important conclusion with regard to energy efficiency improvement in end-use sectors in eastern European countries is that economic restructuring is likely to reduce the energy intensity, measured by energy consumption per unit of GDP, of economies in transition more than measures to enhance end-use technologies. Thus, it is very important to combine economic restructuring with improvements to energy efficiency and the environment, because in the long run it will - macro-economically speaking - be more cost-effective.
