A systems approach to global energy issues

Abstract: The complexity of the global situation defies analysis by conventional means. Here a four-stage hierarchical procedure is proposed, in which the first stage is a physical model, into which are inserted environmental constraints. The outcome is to determine a set of physically feasible futures that can then be managed through modified market forces whose nature and magnitude are determined by conventional economic means.
