New energy horizons for Europe and North America: Trends, challenges and initiatives

Abstract: The United Nations Economic Commission for Europe aims to promote economic and social progress among the nations of Europe and North America. Part of the ECE's brief is to identify common problems in the energy field, and, if a consensus can be found, adopt and monitor international conventions on energy policy. Among the many energy issues facing Europe and North America the following are basic: what energy 'future' are we heading for? Can we afford such a future? If not, what do we need to do to provide the required energy? What role should be assigned to national policies, world markets and international co-operation? To find answers to these questions it is necessary to develop projections of energy demand and supply. Some projections for Europe and North America up to 2010 are examined here, and the question is addressed as to whether these projections are 'sustainable'.
