Cost-effectiveness and implementing the climate change convention

Abstract: This article seeks to clarify what 'cost-effectiveness' should mean in the context of implementing the Framework Convention on Climate Change that was signed in Rio de Janeiro in June of this year. An attempt is made to provide a sharp focus on the most important components of the concept of cost-effectiveness. These components are structured in a logical way, and 'points of departure' are suggested from which cost-effectiveness can be factored into the implementation process.
