Abstract: The energy sector is the driving force behind the economic development and integration of the Latin American and Caribbean region. To help the energy sector to perform this role, the following actions are proposed: to increase energy supply security; to adopt a regional stance on energy and the environment; to define the role to be played by the state as the main regulator and promoter of sectoral development.
