Picking winners: a framework for evaluating success potential of technology commercialisation

Abstract: A measure of the effectiveness of federal technology transfer is the magnitude of sales of products derived from federal investment. A framework is needed to be able to evaluate the likelihood of sales success for technologies that move through the process from research into commercialisation. This paper presents a framework that uses funds flow to link research with the market. The framework enables systematic evaluation of the potential for market success for a given technology and company. We use this framework as a vehicle to present and interpret lessons learned from the commercialisation of technology from the US Environmental Protection Agency to private sector companies by Battelle's Environmental Technology Commercialisation Center.
