Regional energy cooperation and integration: the West and Central African case

Abstract: This paper discusses the need for cooperation in the West and Central African energy sector. It reviews the role of energy in the regional economy, summarising the availability of energy resources, energy production and energy consumption in the region. It also presents a two-scenario analysis of the future trend of energy consumption in the region over the 40-year period between 1985 and 2025. The energy requirement over this period is expected to grow rapidly and there are enough resources to satisfy it. However, since the resources are unevenly distributed and the presence of resources in itself does not guarantee supply, there are major issues that need to be resolved and which form a compelling basis for cooperation in the common interest of the region. Finally,the various ways of effecting such cooperation are discussed and the obstacles identified along with possible solutions.
