Energy conservation during the transition period

Abstract: During the period of centrally planned economies, attempts to implement energy conservation measures achieved only 25 per cent of the savings achieved in the west. Now, in the period of transition to market economics, the solution of energy conservation problems is beset by all the difficulties of economic reform. The energy intensity of eastern European economies is high, and low energy prices have created little incentive for energy saving. The fundamental obstacle to successful energy conservation is lack of financial means. Because funds are short, appropriate diagnosis and clear setting of priorities are essential.
