The internal energy market: the hour of wisdom

Abstract: Between immobility and outright action, there are evidently many middle roads that can be taken by the Council, the Parliament and the Commission. The formula of an interim framework-directive appears to us to be the most adequate, indeed the only realistic one. Based on the many consultations conducted by the Parliament and the report that it has approved, this framework-directive should be articulated around six guidelines.
