The real dangers of nuclear proliferation

Abstract: It is not the growth of the commercial nuclear power industry that encouraged nuclear proliferation, a subject of some concern to the public; rather, it is the unsafeguarded use of some reactors, the disclosure of technologies, and commerce in 'sensitive' equipment which represent a real risk. The other risk comes from the problem posed by existing weapons stockpiles, which escape any safeguards.
