Restructuring the electricity supply industry in Asia

Abstract: The restructuring of the electricity supply industry world-wide is taking many forms including privatisation, private-sector participation, vertical and horizontal unbundling, re-regulation and corporate reorganisation. It will be argued in this paper that the path taken in a few countries of complete sector privatisation is in general inappropriate in the Asian context, that the emphasis should be on attracting new capital rather than privatisation of all existing assets, that the transmission system should remain socially owned in the context of unbundling, that a variety of options in respect of distribution need to be examined and that internal corporate reorganisation is a key factor in enhancing sector productivity.
