Energy conservation in Russia: Problems of practical implementation

Abstract: This paper reviews energy-conservation programmes in Russia, with particular attention paid to the problems of reducing wastage and pollution from thermal power supply systems. Work in this area in Russia is supported by international co-operation, and the lessons learnt from the Russian experience have relevance to other countries of central and Eastern Europe.
