International frameworks for controlling sulphur and carbon emissions: Political and institutional developments

Abstract: This article focuses principally on matters surrounding carbon dioxide (CO₂) emissions and their control. The Second Assessment Report (SAR) of the Intergovernmental Panel on Climate Change (IPCC) is considered, and especially some questions which the SAR did not address satisfactorily. These questions are of a basic policy, institutional and actual performance nature. They lead naturally on to consideration of carbon-dioxide emissions from fossil fuels combustion against the background of the UN Framework on Climate Change (UNFCCC) signed by 178 governments in June 1992; which came into force in March 1994; and which has now been ratified or otherwise adopted by 160 governments.
