Value engineering: A new approach to preventing MIS project failures

Abstract: Despite the enormous amount of studies conducted on the issues, management information system (MIS) project schedule/cost overruns, project abandonment, and project failures continue to occur on a regular basis in organisations. Whereas the existing MIS project management techniques are not effective enough, MIS project managers have not looked into other fields for solutions. This paper overviews the value engineering (VE) approach to project management, and uses a specific example of MIS project selection to illustrate how the approach can be used in MIS projection selection to avoid schedule and cost overruns, organisational dissatisfaction with the project, project abandonment, or project failure. A VE approach is easy to follow, cost-effective, risk-free, and goal-oriented.It has the potential to remove or reduce the major causes of MIS project failures and thus guarantees top value for every dollar spent on projects.
