Information technology developments and implications for national policies

Abstract: The present decade will provide many opportunities for the development of information technology (IT). But IT progress so far has not fulfilled its early promise. The reasons for this failure lie in the poor adaptation of the technology to the requirements of users, and this failure must be addressed in the years to come. The increasing trend towards the globalisation of the international economic system calls for a more uniform use of information that is able to cross language barriers. In this regard automatic translation systems should be promoted by government policies. The easing of East-West tensions provides an opportunity for investment to be diverted into IT systems to improve environmental protection, health care and education.
