Abstract: The recent history of privacy protection in computer systems is reviewed. The recent increase in interest in privacy protection has led to an extension of legislation in this area. In 1985 the governments of the twenty-four OECD member countries adopted a Declaration on Transborder Data Flows. This declaration can be seen as a precursor to the GATT negotiations on trade in services. There is now a need for an international, integrated approach to data protection.
