Designing web accessibility

Abstract: The majority of websites have not been designed to make them accessible to all the people for whom they are intended. Nowadays, eEurope initiative (European Commission-eEurope, 2005), wants the institutions to become aware of the necessity of accessibility in websites but without taking care of problems like, who will validate this website? Could this validation be automatic?
