Abstract: In the 2011 May/June, Senior School Certificate Examinations conducted by the West African Examination Council (WAEC), only 30.70% of the candidates scored credit in Mathematics and English Language. This mass failure in numeracy and literacy in the last 11 years has been attributed to the quality of the education system in Nigeria. This study investigated the role of education managers in changing the education paradigms in the secondary school system. The study found that management's apathy to formulate and implement policies for the provision of instructional materials for teaching and learning has militated against success in these examinations.
