The toxics release inventory: public awareness or common ignorance?

Abstract: This paper investigates public awareness of Toxics Release Inventory (TRI) sites by empirically testing the sensitivity of housing prices to existing sites using a series of hedonic property value models. Results are three-fold: 1) housing values are sensitive to nearby TRI sites, implying citizens are aware and concerned about TRI sites nearest to their homes; 2) they are able to differentiate between degrees of severity of the sites in so far as the level of a ''second-order'' report; 3) the marginal impact of increased distance on expected housing values is estimated to be between $979 and $5,079 per mile.
