Data flow for competence management and performance assessment systems: educational institution approach

Abstract: The competence management and performance assessment is currently considered as a valid and effective methodology in several successful organisations. In educational institution, the adoption of competence management and the performance assessment is complex since the decision making process involved in this process deals with the soft data of the competencies of the employees and their performance evaluation to bring quality in the education process. Over the past two decades, great research efforts have been made towards the personalisation of performance assessment. This feature increases remarkably the quality and the transparency in the process, since the employees and the organisation's special needs and capabilities are respected. The idea of predicting the users' capabilities and assigning the job helps in utilising the best talents in the department and satisfaction. This paper concerns with competence management system and the performance assessment systems in educational institutions and survey the properties of them. As a result in this paper, the data flow diagrams (DFDs) of a competence management system in educational institution environment are designed to aid the managers for better control and decision making.
