Borderland telecentres: learning and connectivity at the edge

Abstract: This research paper explores a telecentre initiative as part of a comprehensive regional development strategy in the borderland region between Mexico and the USA. Following a knowledge-based development approach, an outlook on how telecentres can play a networking role for knowledge management and learning is explored.
