Abstract: Globalisation contributes to intercultural exchange and interaction in various ways, but as experienced by events in world politics, great efforts have to be made to uplift intercultural encounter. A draft and a framework for an intercultural web-based learning environment are presented in this paper, with a pedagogical and communicative background. The dialogical learning forum would contribute to community building where common ethics and values are formed, based on individual judgement over ideals. Approaches, tools and technologies suitable for implementing intercultural learning in the internet are discussed in the paper.
