Abstract: The article is based on the report of the Swedish Commission on Distance Education (DUKOM). Its task has been to suggest a strategy that promotes the long-term development of the distance education opportunities throughout the country which modern information and communication technology (ICT) offers. According to the Commission, the most appropriate strategy to promote distance education, where ICT is used, is to create favourable opportunities for the development of pedagogics, methodology, organisation, and research within this field. It is essential that distance education is given more scope than it currently has, both as a general concept and as a result of special efforts, initiatives, and contributions. DUKOM's report presents the results and experience from some one hundred projects carried out in connection with its investigative work as well as from other Swedish and international distance education projects.
