Towards a framework for tourism strategy implementation

Abstract: Tourism strategy development is a common practice for tourism destinations but in many cases the resulting objectives and recommendations are not put into practice. The research project presented here investigates implementation processes of two tourism strategies in order to illuminate potential reasons for what is often perceived as 'policy failure'. Tourism strategy implementation is found to be dynamic and dependent on actors at the grassroots level. Additional factors are the stability of stakeholder relationships and their levels of information, particularly where there is little support from agencies. The findings are consolidated in a framework for tourism strategy implementation.
