Abstract: The international, community and national legal framework had to adapt promptly to changes in the use of nuclear energy and to the increasing transports of radioactive material. In fact, the international community realised very early that it was necessary to harmonise the regulations applicable to the transport of nuclear substances. The safety of radioactive material transport is based on the principle of preventing risks in which the doses of radioactive exposure received by the workers, persons or the environment during the transports must be maintained as low as reasonably achievable (the ALARA principle).
