The significance of the terms 'state of technology' and 'rules of technology'

Abstract: This article gives the legal definitions of the concept of 'state of technology' and compares them to the practice of technologists. It also states the purposes 'rules of technology' are serving, what 'rules of technology' are and what they are not. Moreover it shows by way of an example of legislation in Austria how disastrous an effect the text of a law using these concepts may have on the development of technology and on the economy.
