Business-oriented model-driven development of services in civil protection

Abstract: The development of a new software-intensive service for an organisation usually implies changes in the organisational processes. This is especially true in the development of an emergency management system where heterogeneous architectures and software application structures have to be integrated. In these situations, many organisations and governmental departments involved in facing emergencies are unaware of other organisational structures, processes and technologies. Thus there is a need: to model the organisations involved in the emergency together with their business processes and technologies; to reengineer the processes of each organisation and to collaboratively define new processes and services integrating existing systems; to consider all the stakeholders' goals in order to develop the new services that will help in emergency management. In this work we define a framework of technologies based on the Business Process Reengineering (BPR) approach, which allows us to relate the organisation, its goals, processes and strategies with the development of an e-government system. We define computational and platform-independent models based on the service concept, which is useful to abstract system technical details and relate them with software requirements. A case study on critical infrastructure protection is presented.
