Some aspects of producing regulations and guidelines for controlling safety in nuclear and radiation facilities

Abstract: Because the regulation of nuclear and radiation safety is a national responsibility and in order to keep the use of nuclear energy for the welfare and prosperity of the nation and ensure that the use of nuclear energy is safe for man and the environment and does not promote the proliferation of nuclear weapons, an Atomic Energy Act and related legal regulations and decrees are a must for every state wishing to use nuclear energy peacefully. After issuing the Atomic Energy Act or any related legal system-organising activities in the nuclear field, the state should establish a national regulatory body that is responsible for controlling the nuclear and radiation safety of the facilities that work within the state. One of the tasks of a national regulatory body is to be responsible for the development of regulations and guidelines that are needed to control the regulatory activities. This paper describes some aspects of producing regulations and guidelines for controlling safety in nuclear and radiation facilities based on the international standards and guidelines issued by the International Atomic Energy Agency (IAEA) and considered national practices.
