Abstract: As a result of the demise of old ideas, neglect by the government and the weaknesses of the middle-aged scientists and technicians themselves, their superior qualities and creative potentials have not been fully developed or made use of. They are confronted with the serious aging of their knowledge. For the sake of developing production, science and technology, CEE to renew their knowledge and develop their creativity is of great urgency in China. At the same time, international cooperation between the developed and the developing countries can be beneficial to both.
