Abstract: As some new potential cyber attacks come from global and transnational sources, it is necessary to integrate global partnership and global proactive participation to the company-wide cyber security. This research aims to develop a knowledge management conceptual framework for cyber security learning to improve a variety of users' cyber security knowledge bases. Specifically, this framework has cyber security knowledge repository with three layers combined (company-wide, global partnership and global proactive participation) for five levels of users (beginner, novice, master, advanced, master and professionals). This developed framework provides a platform for training a variety of workforces and users to improve their cyber security knowledge bases.
