A new paradigm for tobacco control policy and legislation

Abstract: Substantial research on the effects of Environmental Tobacco Smoke (ETS) has been published over the past few decades, which resoundingly warns of the severe health hazards caused by ETS. Tobacco control policy and legislation has also evolved rapidly over the course of the past few decades as a response to a variety of social, economic, political and legal forces. Consequently, the present realm of tobacco control legislation differs substantially from what it was only a few years ago, having suddenly shifted from more permissive to highly restrictive policy and legislation. In response to this shift, a new framework is necessary to guide future tobacco control policy and legislation. This article examines the recent movement in tobacco control policy in the USA and the forces behind this recent movement, and proposes a new framework in which to develop future tobacco control policy and legislation.
