The impact of structural change of economy and industry on environment

Abstract: The focus of the increasing pressure to improve environmental policies has moved from Member States to the European Community level. Economic and environmental strategy have become intertwined, and Community solutions are necessary to avoid imbalances in trade and competitiveness. Restrictive legislation, though essential, has sometimes led to misunderstanding, and has suffered from slow and ineffective implementation. Market-based mechanisms are emerging along with self-regulation by industry, and the future will depend on the Community obtaining the right balance between these mechanisms.
