Abstract: This paper is based on a keynote speech given by Prime Minister Brundtland of Norway at Environment Northern Seas, Stavanger, August 1991. She emphasised the shared social responsibility of industrial nations in seeking cost-effective solutions to global environmental problems, and identified the crucial role of industry as a partner. International cooperation between the North Sea States showed the advantages of common, agreed action, and this cooperation should be extended to developing nations by the transfer of know-how and technology.
