International cooperation in science and technology: classical options and new opportunities for Africa

Abstract: The First Congress in African Scientists was held in June 1987. This paper. presented at the Congress, reviews the international and regional efforts being made to assist the development of science and technology in Africa. One problem addressed by the author is the relatively low percentage of GNP expended by African nations on research and development, compared to the developed countries. Another is the extent to which developed countries may be expected to finance science and technology programmes in Africa.
