University-business-government interaction: the view from Europe

Abstract: Subsidiarity devolves responsibility to member states: the European Commission adds a European dimension to basic research programs and training. The Commission is constrained to support useful research, and it has received excellent support from academic scientists. Successful partnerships between industry and universities have continued beyond EC programs. Small and medium enterprises have required special treatment. A gradual approach to using universities to meet industries' research problems is advised. New areas of technology like biotechnology in the 1980s represent good fields for Community support. The Community's role is to seek to eliminate barriers between the two active research partners.
