Nothing either good or bad: industrial espionage and technology transfer

Abstract: Industrial espionage may be an ineffective form of technology transfer, but it is a form none the less. When industrial espionage is perceived as a totally distinct and completely undesirable activity, and when actions are taken to deter it, damage can easily be done to much more important forms of technology transfer. Information exchange through personal and informal networks may be impaired and the innovation which should emerge from such exchange impeded.
