Technology and innovation mismanagement in the Soviet enterprise

Abstract: The USSR made certain remarkable achievements in science and technology, and received considerable technology transfer from Western countries. Nevertheless, the economy failed miserably, and required Gorbachev initiated reforms, which culminated in political and ideological upheaval. This paper considers the nature of technology and innovation, outlines their less than impressive infusion in the enterprises of the Soviet centrally-planned economy and considers future technological adaptation in the context of expected reforms in the post-Soviet republics.
