Rising from the ruins: innovation in the five new German Lander

Abstract: The transition from a planned to a market economy is confronting the population of the new German Lander with a formidable challenge. The transition cannot be effected simply by 'restoring the ruins': a complete reconstruction is necessary. It requires a shift in political objectives: rather than harmonisation of conditions between East and West, the courage to 'be different' should form the basis for innovations in the new German Lander.
