Abstract: The history of TA is outlined, from the 1960s (before the establishment of the OTA) to current European developments, with particular focus on its institutionalization and on the development of TA, concentrating on general views rather than specific methods. For reasons of brevity the USA and the European Community are the focus of attention. Some criticisms of TA are also offered and a number of issues for the immediate future are outlined.
