Abstract: Enhancement of good governance is one of the opportunities that e-government systems can offer. Based on a study of the implementation of the Land Management Information System (LMIS) in Mozambique, this paper analyses the outcomes of this system in relation to the principles of good governance as described in the framework of the United Nations for Development Framework (UNDP). The analysis shows the existence of a big gap between the discourse and practice of e-government for good governance in the context of developing countries. The paper explores the implications for practitioners regarding the implementation and assessment of e-government initiatives for good governance in the context of developing countries.
