Water is a catalyst for peace

Abstract: This papers presents a reflection about the work of the World Commission on Dams during the past two years. The reasons for and against large river dams are discussed, the sources of conflict explored, and arguments advanced for the importance of using water resources governance as a catalyst for cooperation and peace.
