Abstract: This study deals with university classification in Thailand. The Commission of Higher Education (CHE), formerly known as the Ministry of University Affairs, initiated and supported this study in the period 2005–2007. This classification study is based on the Carnegie Classification System by the Carnegie Foundation for the Advancement of Teaching (CFAT). It represents an integral part of the CHE's efforts on quality and managerial (i.e., administration, budget, resources) reforms at public universities. Altogether, there are five dimensions for classifying universities' positions: university characteristics, teaching, research, student body and management. Two combination sets from this study are experimented with using actual quantitative data. The results provide the baselines for resource allocation and educational management. Finally, the study's limitations and future research are discussed.
