Abstract: Although in use for a long time, Information and Communication Technologies (ICTs) have been diffused in higher education more slowly than expected. Especially for developing countries, using ICTs in the most efficient and effective ways has crucial importance for the sustainable development and effective use of limited resources. In this study, one of the widely researched theoretical frameworks in Management Information Systems (MIS) literature, the Technology Acceptance Model (TAM), has been tested in a recently established Turkish university by using the Structural Equation Modelling (SEM) procedure. The data collected with surveys and semistructured interviews gave huge support to the underlying theory.
