Abstract: In-depth planning and effective implementation strategy are essential factors for success of any programme including e-governance. In the recent years, e-governance initiatives in India have generally suffered from big gaps between deliverables conceived and their actual realisation. These gaps could well be due to over-emphasis on building technology infrastructure by different government departments rather than adopting a holistic approach by involving various stakeholders. In this study, we have attempted to explore deeper about this issue by conducting SAP-LAP analysis of computerisation programme of a central government department, viz. Department of Fertilisers (DoF) in India whose function involves in dealing with multiple stakeholders. The study has helped in arriving at a realistic strategy in terms of proposed strategic actions for effective implementation of e-governance applications.
