Abstract: Exact evaluation of flood disaster loss is important in scientific decision-making of reducing the effect of disasters. The difficulty is how to establish a right model for describing complex relation hidden in the input and output data of the evaluation system when the model structure is unknown. So, a new evaluation method based on genetic algorithm of changeable structure is presented. The result shows that a good function expression reflecting the complex relation hidden in system input and output data can be obtained, and the method is of high precision and interpretable physical meaning which can be applied to evaluation systems.
