Requirements for technology transfer to Third World countries

Abstract: Why do Western production planning and control systems, including MRP and JIT, enjoy little or no success in Third World countries? Haven't we in the West already learned the best methods of production control? Shouldn't these same control systems be transferable to factories in other countries? This article discusses the key differences that exist in the installation of Production Planning systems in developing environments and discusses what these experiences teach Western manufacturers about their plants.
