Building effective research evaluation systems to assist R&D investment decisions

Abstract: This paper is concerned with the strategic planning of the national research evaluation in Thailand. The Thai government, through the National Research Council of Thailand (NRCT), has allocated the budget to support the research programmes and projects. Currently, NRCT, the national research organisation, has focused on research performance evaluation in the areas of (1) Agriculture and Agricultural Industry, (2) Science, Technology and Industry, (3) Medicine and Health and (4) Social and Cultural Development. This study has proposed the model of Research and Development (R&D) evaluation framework to analyse the stages of R&D undertakings. The model could provide a guide for evaluating research (research programmes/projects – outputs, outcomes and impacts) in any disciplines. To improve the model evaluation framework for R&D investments, the public hearing forum was organised. The results of the public review provide significant inputs from experts to develop the comprehensive evaluation system. The study contributes towards the development of integrative research management system, which would assist the decision-making process in funding R&D investments.
