Using the constructivist multi-criteria decision aid model (MCDA-C) to supporting the planning of the creation of a quality seal for cargo handling for ports of Santa Catarina

Abstract: The objective of the present work is to build a model to support the planning of the quality seal creation of cargo handling through the ports of Santa Catarina in Brazil. As it is a complex situation, with a conflict of interests, where the decision-maker does not have clear objectives and wants them to be built in a personalised way (specific to the context), the MCDA-C methodology will be used. The work will make it possible to identify, organise and measure the aspects observed by the decision-maker, as essential to favour the competitiveness of the ports regarding the contributions of the guarantee seal of cargo movement through the ports, as well as to clarify the performance of the current situation in this regard and thereby give visibility of situations with compromising performance and provide a process to generate improvement actions based on current performance.
