Reverse logistics: Brazilian national policy on solid waste from Decree 10,936/2022 perspective

Abstract: The National Solid Waste Policy (PNRS) came to define responsibilities for collaborative actions. Decree No. 10,936/2022 brought new regulations that promote the implementation of reverse logistics systems. The present work aims to discuss the impacts of the new PNRS regulation regarding reverse logistics. Documentary research was carried out for subsequent content analysis process, through investigation and examination of the legal decree. As main results, it is indicated the evaluation of potential gains of scale and use of synergies of reverse logistics systems, respecting the effectiveness of the national information system on solid waste management for management continuous improvement. These theoretical-methodological contributions are still incipient. However, the social contribution is the effective closure of all dumps and controlled landfills. This gap appears as an opportunity for studies, considering that the reality of solid waste management in Brazilian municipalities is heterogeneous.
